This help doc covers adding annotations, also know as axis highlights, to your Bar chart race. For information on axis highlights in line, bar and scatter charts, head over to this help doc.
You can add axis highlights to your Bar chart race to create something like a finish line for your data to pass, to show an average or to visualize a tipping point.
To do this:

Go to the Annotations settings. Here's what the settings look like in above example:

You can enter the annotation text with the following syntax:
Annotation text :: Value on X axis
You can also customize the size of the font, its weight and color.

It is also possible to extensively customize the annotation line.
You can change its color, opacity and width.
If believe a dashed line would work better, set the Dash setting to anything else than zero. The higher the value, the higher the number of dashes will be.
